Joey Carpenter was born in Sachs Harbour on Banks Island. His parents were Fred Carpenter and Ada Gruben. He grow up in Sachs Harbour in his early years, then moved around to and Aklavik, Inuvik, Yellowknife then Tuktoyaktuk NT, until finally settling back in Sachs Harbour for the last 34 years.
